The background
Nepal is the oldest independent country in South Asia and is the source of Eastern philosophy and civilization. Nepal is the birthplace of two great religions of the world namely Hinduism and Buddhism. The prevalence of Kirant Dharma and Kirant culture also happened in this plot. Since ancient times, nature worship has been prevalent in Nepali society.
Lord Buddha was born in Lumbini, the holy land of Nepal. The birthplace of Rajarishi Janak and the place of manifestation of Mother Sita is the Janakpur area of present-day Nepal. The world’s highest peaks, Mount Everest and the Himalayan mountain range, are in Nepal. The unique identity of Nepal has been formed by the combination and collaboration of Hindu, Buddhist and Kirant religions, cultures and traditions. The existence of the state of Nepal rests on the foundation of this religion, culture and tradition. These beliefs are also the foundation of our family, our society, and state management. Over time, followers of Islam and Christianity also came to Nepal. It is the culture of Nepalese to live together with everyone. Cooperation and coexistence are a Nepali culture. All castes, religions and communities have contributed to nation-building.
Although geographically small, Nepal has been inhabited by people of different religions, castes, tribes,
languages, classes and sects. Unity in diversity is Nepali identity. The truth is the same, only its
name is different. The belief that only the way to achieve it is different has been in vogue in Nepal
since Vedic times. This belief is modern pluralism. The message of the holy book Gita that the attainment of selfless action and salvation is the self-righteousness of the human race is a Nepali character.
“May everyone be happy and may everyone be healthy. May all be well and no one suffer.” That is, let everyone be happy. May everyone be healthy. Sabaile Ramro Dekhun. The belief that no one is sad is the ideal of Nepali society.
It is our ancient belief that the welfare and happiness of the people, peace in the society, security of every person’s livelihood, and protection of the environment are the religion of the state. Beliefs like lawlessness, heresy and secularism are not the nature and character of the state based on ancient philosophy. Affection and relativity towards religion is an eternal Vedic belief, on the basis of which our society has been running since ages.
In the case of Nepal, Sanatan Dharma is also the basis of national unity. No matter where we live in mountains, hills, Madhesh, we have a common God, religion and culture. Although the methods of worship, worship and worship are different, the basic belief or form of truth is the same. Sanatanadharma is what binds the Nepalese in the formula of unity. Sanatanadharma is our original national identity.
In ancient times, Nepal’s splendor and prosperity was at its peak. From the point of view of art, culture and archaeological heritage, Nepal was in the leading position in the contemporary world. Kathmandu Valley was a commercial and cultural center. Our history is full of epics.
Therefore, it is and should be the duty of every individual, society and nation of the present generation to protect and promote Sanatan religion, culture, tradition, dignity and glorious history.
Similarly, the protection and promotion of national unity, integrity and sovereignty is the primary responsibility of the state and every citizen. In the geopolitical environment of Nepal, this issue has the most importance. Nation must be strong to strengthen nationalism. For the nation to be strong, the people must be strong. And for the people to be strong, democracy and economic development are essential. People remain weak in poverty and despotism. In view of this reality, the overall economic development of the country and the improvement of the standard of living of the people should be our main concern. For economic development, good governance and a competent and responsive governance system are necessary. Democracy is the basis of a responsive governance system. The popular principle of government of the people by the people for the sake of the people is the basic principle of democracy.
We have not been able to maintain the constitution and governance system. For the sake of achieving democracy, there were many movements, the systems were changed, but there was no meaningful change in people’s lives. The main reason for that is the inability to bring about economic change along with political change. Struggles in different parts of the world have also proved that unless political changes improve the standard of living of ordinary citizens, people cannot maintain their independence in political achievements. Therefore, along with political change, it is imperative to prepare the basis for economic development and prosperity. The leaders of major political parties of Nepal have not been able to assimilate this reality.
After the movement of 2062-63, far-reaching political changes took place in Nepal. It was expected to enter a new era in Nepal especially after the new constitution was issued by the Constituent Assembly with these changes. Unfortunately, despite the hope, trust and confidence of the Nepali people, the situation has not improved significantly. The performance during this period has been disappointing.
Under the guise of secularism, there is an organized and planned conversion of religion and establishment of foreign religion and culture by displacing traditional religion and culture. If this trend increases, there is a danger that the religious and cultural harmony that has been maintained in Nepal for centuries will be disrupted and the country may fall into a religious conflict.
Under the guise of democracy, totalitarian thinking and tendencies are taking over.
For the past few years, the activities and influence of external forces have increased rapidly in Nepal. Nepal is moving towards becoming a strategic competition ground for international powers. This threatens the sovereignty, decisiveness and independence of Nepal.
In the history of Nepal, corruption is increasing in a very scary manner. The unemployment problem has become severe. Lakhs of Nepali youths are forced to migrate abroad in search of employment without getting normal jobs in the country. The overall economy of the country has weakened.
The desire of Nepali people to be able to eat two meals a day, to be able to wear clothes that cover their body, to be able to take medicine when they are sick, to be able to work according to their ability and ability, to be able to get a good education for their children is not an unnatural and impossible dream. The basic needs of the Nepali people are given in the box below. If proper policies and programs, dynamic and honest leadership with far-reaching thinking, good governance and a healthy democratic environment are maintained, these goals can be achieved within a few years. However, in the current situation, the Nepali dream of economic prosperity has become like a mirage.

The minimum wishes of the Nepalese people
- Everyone should be able to read.
- Everyone should be healthy.
- Everyone should have enough to eat.
- Everyone should be able to wear the same clothes.
- Everyone should get jobs according to their skills.
- Everyone should be assured of safe accommodation.
No constitution in the world can be 100% perfect. The constitution is a dynamic document that is modified and amended according to time and circumstances. There are many shortcomings and imperfections in the current Constitution of Nepal 2072. However, this constitution has ensured the fundamental right and freedom of the people to establish their own beliefs in a democratic manner.
All subjects except national integrity, people’s sovereignty and national sovereignty are changeable. Therefore, any group or political party that has different beliefs but has faith in the people can establish the policies, systems and arrangements they want from this constitution. So there is no need to waste time on political disputes. Every political party has its own beliefs. The beauty of democracy is the competition between different ideas. The party that gets the votes and trust of the people establishes its own beliefs and runs the state based on those beliefs. Other political parties practice winning the trust of the people in the next election by remaining in the opposition.
However, the next priority and the main need of the present time is economic development and prosperity. Peace and stability are necessary for economic development and prosperity. For the sake of peace and stability, there is a need for unity among the Nepali people. We believe that there are four pillars for unity among the Nepali people: (1) Nationalism, (2) inclusive democracy, (3) Sanatan Dharma and (4) liberal economy.
Naturally, with this background and reality, the Nepali people are looking for an alternative way of thinking, a roadmap and a guide for nation building. In search of this alternative way of thinking, way and carrier, “National Democratic Party Nepal (RPP Nepal) was born. Despite the current crisis and status quo in the country, RPP Nepal will always strive to protect nationalism, strengthen inclusive democracy, protect Sanatandharma culture, establish sustainable peace, maintain political stability and good governance.
Target
RPP Nepal’s goal is to build a strong and prosperous Nepal through inclusive democracy and good governance on the soil of Hindu nation within the theoretical framework of “communalism”.
Main objectives
The main objectives of RPP Nepal are as follows while being committed to the sovereignty vested in the Nepali people, independent democracy and the existing constitution.
- To strengthen national unity by respecting and protecting the existing religious, social, cultural, linguistic, ethnic and class diversity in Nepali society,
- To establish a Hindu Rashtra based on Sanatan Dharma, maintaining harmony, coexistence, equality and complete religious freedom among all religions,
- Protecting the geographical boundaries and national integrity of Nepal by imbibing the spirit of a united Nepal,
- Not to allow pressure and interference of any nation in the internal affairs of Nepal and to protect national sovereignty and self-respect,
- To protect and promote the traditional Sanatan Dharma (Hindu, Buddhist, Kirant and Prakriti Pujan) culture, traditions and values, embracing the concept of all-religious equality and complete religious freedom.
- To raise the standard of living of every Nepali people by adopting a liberal economic policy, eliminate poverty and contribute to the overall economic development of Nepal.
- To end all forms of discrimination, untouchability and inequality existing in the society,
- To ensure inclusive and proportional representation in all organs of the State;
- Maintaining good governance in the country by maintaining zero tolerance for corruption,
- Making human rights and human values the basis of state governance,
- To enforce and enforce the principles of the rule of law in full;
- Expanding peace and friendly relations with all the countries of the world while remaining committed to the principle of non-alignment, Panchsheel and the Charter of the United Nations and to enhance Nepal’s reputation on the international stage.
Nationalism: the supreme achievement
Considering the geopolitical situation of Nepal, RPP Nepal embraces “nationality” as the highest goal.
Inclusive Democracy: An Indispensable Basis
RPP Nepal believes that inclusive democracy based on the principle of pluralism is the indispensable basis for nation building and social, cultural and economic upliftment.
Ideal Men and Guiding Principles
RPP Nepal respects the nation builder Shri 5 Badamaharajadhiraj Prithvi Narayan Shah as an ideal man and adopts the “Divine Precepts” of the nation builder as a guiding principle.
Relationalism: A philosophical philosophy
“Sambardhanism” based on Sanatan Vedic values, beliefs and thinking will be the ideological philosophy of RPP Nepal. The concept of building a strong and prosperous nation by strengthening nationalism and democracy along with the preservation and promotion of Sanatanadharma, culture, dignity, tradition, and institutions is meant to be called “Sambardhanism”. “Sambardhanism” is also the result of thinking and desire to strengthen Nepal’s national independence, unity and sovereignty on the foundation of Nepal’s heroic and glorious history. “Communism” is a forward-looking, progressive and middle-of-the-road ideology of transformative forces and ideas as well as harmony and cooperation between them.
Individuals, families, societies and nations are built on certain values and beliefs. No family, society or country is standing in a vacuum. It is a well-known fact that since ancient times, Nepali society and state system has been standing and running on the ground of Sanatanadharma, culture and tradition. Sambardhanism is a belief that strengthens the same ground. Relationalism is not an entirely new concept. It is an ancient and original philosophy that is closely related to the existence of Nepali society and state. In the background of Nepal’s changing political and social environment and people’s demand, it has been tried to develop Sambhardanism as a common and moderate ideological path of agreement and compromise.
“Asato ma sadgmay. Jyotirgamaya in Tamaso. “Mrityormamrittam Gamay.” The recognition of is the ideal of relationalism.
The philosophy of Sambardhanism mainly embraces the following beliefs:
- Feeling of patriotism and patriotism
- Change with continuity
- Sanatan Vedic values and beliefs
- Liberal, unitary and synergistic humanism
- Recognition of Sanatan Dharma, Culture, Tradition and Hindu Rashtra
- Unity in diversity
- Social justice and equality
- People’s supremacy and inclusive democracy
- Liberal economic policy based on public welfare
- Class coordination and society without exploitation
- A strong local autonomous governance system
Secularism and Federalism
- Secularism should be abolished and Nepal should be established as an eternally religious Hindu nation with harmony, coexistence, equality and complete religious freedom among all religions.
- The current form and structure of federalism should be changed. A strong government at the center and a strong local government with more powers than at present should be established at the local level.
Concept of Hindu Rasht
RPP Nepal has taken the establishment of Hindu Rashtra as its important task. By raising the issue of Hindu Rashtra, RPP Nepal is not trying to say that government should be administered on the basis of religion or that the state should give special protection and facilities to only one religion. RPP Nepal is in favor of equality between all religions and complete religious freedom. RPP Nepal believes in the policy of equality, harmony and cooperation among all religions. The concept of Hindu Rashtra is a common symbol or expression of Sanatan Dharma. Santandharma also refers to religious cultural beliefs and traditions such as Hinduism, Buddhism, Kirant, Jainism, Sikhism and Prakti Pujan, originating from the same source. The original and distinctive identity of Nepal has been formed from the overall combination and cooperation of all these beliefs that have been in vogue in Nepali land for centuries. Sanatanadharma is our identity, the basis of unity and the pillar of family, society and polity. It would be wrong to understand the concept of Hindu Rashtra in relation to Sanatan Dharma only in a narrow religious sense. In this background, RPP Nepal believes that the identity of Nepal should be a Hindu nation based on eternal religion.
Co-operation with the Constitution and Constitutional Order
RPP Nepal has a serious disagreement with some of the provisions provided in the Constitution of Nepal 2072. Remaining steadfast to its beliefs, RPP Nepal critically supports the constitution. In addition, the policy of RPP Nepal will be to establish its beliefs from the opinion of the people in cooperation with the constitution and constitutional system.
Future destination: Economic revolution and construction of a strong and prosperous Nepal
(1) Economic development
Overall economic development and prosperity should now be Nepal’s main priority. It has become clear that political change without economic development is not sustainable.
RPP Nepal will emphasize on economic revolution for the sake of building a strong and prosperous Nepal.
In order to achieve the goal of building a strong and prosperous Nepal, RPP Nepal will prepare a 20-year “long-term national development action plan” by giving high priority to the improvement of the economy and economic development. For the sake of economic development, RPP Nepal will establish the following policy.
- Transparent, accountable and corruption free administration
- Implementation of a liberal and people-oriented economic policy
- Adoption of the concept of private sector, public sector and public partnership.
- Adopting a policy in which the state plays the role of facilitation and support and the private sector takes the lead
- Creation of investment friendly law and environment for promoting industry and business
- Comprehensive reforms in monetary, fiscal and tax policies
- Strict legal regime to control economic crime
- Implementation of the concept of social justice and welfare state
2) Education
The priority of RAEPA Nepal will be to prepare the necessary skilled manpower for the country and to implement the education policy and system so that every citizen can live independently. In addition, the existing education system will be radically improved in accordance with the belief that everyone has access to education and quality education for all. Gurukul and madrasa education will be encouraged.
(3) Health
Health facilities will be made more affordable, accessible, accessible, qualitative and reliable and the easy access of the public to health services will be enhanced. By implementing the concept of health insurance, free health care will be provided to the underprivileged, national servants, security personnel, working class, women and general public.
(4) Accommodation and meals
- According to the belief that no Nepali family is homeless, appropriate policies will be made to provide housing facilities to the poor, low-income and backward classes.
- RPP Nepal will implement the National Food Security Policy in accordance with the objective that every Nepali people should not go hungry while living a humane life.
(5) Employment
By creating enough employment opportunities within the country, work will be done to put an end to the situation of having to go abroad for normal work and livelihood, and also to encourage those who have gone abroad to return home.
(6) Expansion of industry and commerce
- In order to increase the competitiveness of the Nepalese economy in the world economy and to increase domestic and foreign investment, monetary and financial policy, customs duty rate, interest rate and tax structure and the overall industrial trade policy will be comprehensively improved in accordance with the spirit of liberal and open market oriented economic policy. A policy to encourage indigenous industry and production will be adopted. RPP Nepal will emphasize the welfare capitalist economy.
- The involvement of the state will be gradually removed from all other economic activities except those deemed necessary for the sake of national security, public interest and environmental protection. In addition, the participation of the private sector will be opened in all other sectors except the above sectors. A one-way policy will be implemented for the development and expansion of industry and trade.
(7) Agrarian Reform
The 5-point package program will be carried forward with overall agricultural development technology, land management, farmer’s welfare, research and disaster management.
- Development of agricultural technology
- Concessional credit facility in irrigation, rural electrification, market arrangement, conservation of resources, latest agricultural technology, advanced seed vision, fertilizer will be given special attention.
- It will be intended to produce high-value, low-weight and small-volume agricultural products.
- Maximum priority will be given to agriculture-industry development.
- People-oriented land reform: To achieve the goal of political reform and to increase the economic growth rate, RAEPA Nepal will implement the concept of people-oriented land reform.
- Land use policy will be adopted.
- The land to be vacated by the landowner will be acquired with reasonable compensation.
- It will be prohibited to keep land fallow in rural areas.
- Landless and marginal classes will be provided land at subsidized rates.
(3). Welfare of Farmers: “Farm to Fork” programs will be conducted to promote growth in agriculture and farmers’ income.
- Encouraging the private sector to invest in value-added products
- In order to improve the economic status of poor and marginal farmers, their access to banks and financial institutions will be maintained. Such farmers will be provided loans at subsidized interest rates.
- A special package program will be implemented for the purpose of waiving loans and interest taken by small farmers.
- Establishment of welfare fund, provision of pension to farmers and free and accessible technical services will be provided.
(4) Research and Education: Priority will be given to programs that increase the capacity of farmers and operational research.
(5) Disaster Management: Food security, minimum crop price of agricultural produce, purchase arrangement, crop, animal and natural disaster insurance program will be conducted.
(8) Integrated development of water resources
Water resources are the backbone of Nepal’s overall economic development. In the context of its development, considering the multifaceted utility of water resources and the possibility of integrated development:
- To store and widely use the vast water resources in the rivers of Nepal for irrigation.
- Giving priority to multi-purpose schemes with reservoirs
- Arranging for irrigation of tar and streams by channeling the river
- Encouraging the export of electricity to neighboring countries
- To promote domestic and foreign investment in water resources development,
- To gradually involve the private sector in the transmission and distribution sector as well
- Under the community electricity development concept, policies will be implemented to involve villages and municipalities, and other organized rural communities in the work of the production and distribution system.
(9) Tourism development and promotion
The tourism sector is an important pillar of Nepal’s economic development. Therefore, for the promotion of the tourism industry, identification and construction of hotels, tourist spots, development of physical infrastructure related to tourism and facilitating the movement of tourists will be emphasized.
(10) Forest and Environment Protection
Global changes in the environment and climate are bound to have a far-reaching and serious impact on the environment and biological diversity of Nepal. In view of this reality, a long-term plan will be made and implemented for forest protection, soil erosion control, pollution control and coordinated utilization of water and land.
(11) Infrastructure construction: backbone of national development
- RPP Nepal will make a long-term plan for transportation and urban development and adopt a policy of gradual implementation. At the same time, the Kathmandu-Hetauda connecting tunnel, Kathmandu-Jumla highway, Kathmandu outer ring road, Terai’s Mechi-Mahakali postal highway, Madhyapahari highway, Kathmandu-Terai fast track, Mechikali electric railway, Koshi and Narayani river waterways will be constructed.
- A special action plan will be implemented to make Kathmandu a beautiful city by limiting it only as a political and administrative capital.
- Virtamod, Biratnagar, Janakpur, Birganj, Hetouda, Bharatpur, Pokhara, Nepalganj, Birendranagar (Surkhet), Dang Ghorahi and Dhangadhi will be developed as a metropolis in a systematic and planned manner.
- An alternative international airport to Kathmandu will be constructed at Nijgarh. Besides, the airport will be upgraded to enable international flights to Biratnagar, Pokhara, Bhairahawa, Nepalganj and Dhangadhi.
(12) Remote Area Development Project
- In order to improve the standard of living of the people living in remote areas including Karnali Province and for the purpose of planned development of those areas, RPP Nepal will prepare and implement an integrated remote area development project.
- Schools and polytechnic colleges will be established to improve skills and knowledge in technical subjects such as engineering, agriculture, animal husbandry, fruit cultivation etc.
- Arrangements will be made to provide concessional and easy loans and financial subsidies for the development of entrepreneurship in remote areas.
(13) Special action plan for upliftment of Terai/Madhesh
- From the economic and social point of view, Terai Madhesh region is still very backward. Keeping this reality in mind, RPP Nepal will prepare and implement a special action plan to increase education, health and employment in Terai Madhesh. In addition, emphasis will be placed on the infrastructure development of transport, tourism, industry, irrigation and communication.
- Preservation and promotion of Mithila, Bhojpuri and Awadhi cultures will be given priority.
- Special arrangements will be made with reservation in the areas of education, health, employment and public representation in proportion to the population.
(14) Upliftment of tribal, tribal, minority and Muslim communities
According to the integrated national index of human development in proportion to the population, until the national average is maintained, special arrangements will be made with reservations in the fields of education, health, employment and public representation.
(15) Special initiatives for the benefit and welfare of the Dalit community
- Any type of discrimination and untouchability based on caste will be made punishable. Those who behave in untouchability or discrimination on the basis of caste will be punished according to the law.
- The act of prohibiting entry to Maths, temples or religious places on the basis of caste will be stopped.
- Special provision will be made for Dalits and Mahadalits in the fields of education, health, public representation and employment.
(16) Recognition and protection of Khas Arya community
- RPP Nepal is of the opinion that the state should recognize the distinct identity of Khas, Arya, Brahmin Chhetri, Dashnami and Thakur as the tribal communities of Nepal.
- A special social security scheme will also be implemented for Khas Aryaharam living in backward areas and below the poverty line.
(17) Women’s welfare and empowerment:
- The economic, social and political transformation of the country cannot be imagined without the support of women who occupy more than half of the total population of the country. Therefore, special programs will be formulated and implemented for the education, health and safety of women.
- Participation of at least 33 percent of women in the field of political appointment and representation will be ensured.
- Equality between men and women will be maintained in salaries, allowances and wages.
- Strict measures will be taken to end curses like dowry, child marriage, human trafficking, rape and domestic violence.
(18) National Policy
A national security policy will be made for the protection and promotion of national freedom, integrity, unity, sovereignty, natural and religious and cultural heritage.
(19) Border Security and Management
- The geographical border of Nepal will be protected and encroachment in different areas will be stopped and the encroached areas will be returned.
- In coordination with the governments of neighboring countries, they will take necessary initiatives to organize the border in the interest of their respective countries on the basis of mutual understanding.
- While managing the border, proper attention will be given to the interests of the Nepalese living in the border area.
(20) Foreign policy for the protection of national interest and self-respect
- Development and expansion of relations with the international community will be done based on the United Nations Charter, principles of non-alignment and neutrality.
- To achieve the goal of peace, stability and prosperity, Nepal will be maintained as a zone of peace by establishing an understanding with the neighboring countries.
- The development, construction and social service activities conducted by the diplomatic missions in Nepal will be regulated in a transparent manner through the Government of Nepal.
- Diplomatic dignity and boundaries will be effectively enforced to end the increasing foreign interference, capitulationist mentality and behavior within the country.
- The peace and friendship treaty signed with India in 1950 will be changed according to time and a new treaty will be made to further strengthen the relationship between the two countries.
(21) Citizenship to non-resident Nepalis
RAEPA Nepal will create the necessary policy and legal system to provide citizenship certificates and passports to non-resident Nepalis, to facilitate business, residence and movement in Nepal. Arrangements will be made to allow Nepalis living abroad to exercise their right to vote.
(22) Language, Literature, Art and Culture
- RPP Nepal will give special attention to the development of literature, art and culture.
- For the promotion of literature, language, culture, customs, dances, festivals, festivals, fairs and traditions of all castes, tribes, tribals and minority communities, special action plans will be prepared and implemented at the central and local levels.
- Janakpur, Lumbini and Vijaypur areas will be developed as major centers of Mithila, Buddhist and Kirat culture respectively. Efforts will be made to include Janaki Temple in the World Heritage List.
